To switch to frontend: view the page on the frontend, then click "Turn On Builder" on the top admin bar and you will see the Builder interface to design your layout. Click "Publish" to publish your page and then you can use the backend Builder interface or frontend to design your page layout. Go to your site's WP-admin > Pages > Add New, then you will see the Builder interface in the backend. To use the Builder to design your page layout, you would need to create a Page or Post first.
